    `nghttp2_err_is_fatal` returns nonzero if *liberr* is a fatal error.
    *liberr* must be one of nghttp2 library error codes (which is defined
    as :macro:`NGHTTP2_ERR_* <NGHTTP2_ERR_INVALID_ARGUMENT>` macros).
