.. function:: int nghttp2_hpack_decoder_new(nghttp2_hpack_decoder **pdec, const nghttp2_mem *mem)

    
    `nghttp2_hpack_decoder_new` creates new HPACK decoder and assigns
    its pointer to *\*pdec*.  *mem* is the memory allocator, and must
    not be ``NULL``.
    
    This function returns 0 if it succeeds, or one of the following
    negative error codes:
    
    :macro:`NGHTTP2_ERR_NOMEM`
        Out of memory.
