.. function:: int nghttp2_hpack_encoder_new(nghttp2_hpack_encoder **penc, size_t hard_max_dtable_capacity, const nghttp2_mem *mem)

    
    `nghttp2_hpack_encoder_new` creates new HPACK encoder and assigns
    its pointer to *\*penc*.  *hard_max_dtable_capacity* is the maximum
    dynamic header table size that the encoder uses regardless of the
    table size limit declared by the decoder.  *mem* is the memory
    allocator, and must not be ``NULL``.
    
    This function returns 0 if it succeeds, or one of the following
    negative error codes:

        Out of memory.
