void nghttp2_conn_shutdown(nghttp2_conn *conn)

nghttp2_conn_shutdown() starts graceful shutdown. It should be called after nghttp2_conn_submit_shutdown_notice() and a couple of RTTs. After calling this function, the local endpoint starts rejecting new incoming streams.
